Science, Technology and Innovation (STI) are driving forces of economic growth and they are critical in narrowing the gap that exists between developed and developing countries. As Korea is the existing proof that demonstrates development based on science and technology, the role they play and their importance cannot be emphasized enough; henceforth science and technology ODA is the most suitable mechanism for supporting developing countries. Since we have development experiences and human resources who participated in establishing national innovation system which involved STI related policy and research institutes, advanced institutions, STI parks etc., we certainly are in a better position to cooperate with developing countries and thus provide guidance to them on how to design the whole STI framework and implement policies
In order to form a successful Korean science and technology ODA mechanism, it is foremost important to push ahead with the plan that is entirely recipient-oriented. Any challenges and risks that lie ahead in the recipient country will therefore be dealt efficiently according to their situation; and above all, there should be prioritized areas for cooperation which will be filtered and chosen by the recipient country also. Active cooperation by Korean experts is also encouraged as they are the brain that placed Korea at where we are now today. Finally, science and technology ODA will not be limited to singular project-type that is prevalent in most ODA but rather it will be designed as a program that includes various different factors such as mid to long-term master plan for science and technology development, human resource planning for science and technology sector, establishing relevant infrastructure, etc.: in other words, it will be offered in a package that is best suited for each cooperating recipient country.
